Working on a simple web banner element - built a comp at 175x120 square pixel... Using Best Settings - output size is still set at 175x120, Best, Full, etc.

The output type is set to F4V...when I use that output type the resulting F4V comes out 174 wide - NOT the desired 175 true native size... somewhere a pixel is being cut in the output and it seems unique to this file type...any ideas why or where?

Nope. But you shouldn't be delivering f4v files rendered in AE in the first place.

That kind of compression in AE is for down 'n dirty files to show clients and such. Render a high-quality file out of AE, then use a dedicated compression application. You'll be lots happier.
