Scaling an object in one direction? How to?

I am creating a 2.5D project and want a building to pop up in the background, but when it "pops" up, I want it to stretch upwards and then snap back into place (almost like it was elastic). How would I go about scaling it upwards in one direction. When I scale, it scales the entire building in two directions (up and down), which is not what I want...

Any suggestions and tips would be appreciated.

Simple,

Use the pan behind tool to move your anchor point to the bottom of the building. You can also do this under the anchor point position control under the layer rollout.

Uncheck the "constrain proportions" box, which is located right next to the scale values in the transform properties. Then you'll have control over the X & Y values individually.
