Color Shift Effect? Help!?!

Hi all, I need help figuring out how to do this, for lack of a better
word "Color Shift", out of registration, 3d channels, effect.

Still Example:

Moving Examples:
• :13–:16 second mark– end titles for "Stranger Than Fiction"

Here's a post about some ways to create a result similar to what I see in your examples---separating the color components of an image and offsetting each channel's position.
