Basically it's just film noise and flashing footage overlayed with multiply and add. Any stock footage shop sells that stuff, but they tend to be overused by everyone and after a while you can almost spot which scratch came from what artbeats lib !
For the flickering and occasional frame offset, I'd use Videocopilot's Twitch.
Or do it the hardway with precomping in a larger comp to add some light, sprocket holes and grime out of frame that you reveal with the offset effect (and cc force motion blur)
But this is added to footage that's shot & lit well and edited very well, wich makes all the difference.
