Any way to simulate slow shutter motion blur in AE?

I have my footage shot at 1/50.
I'd like to make it look like 1/25 (like, for example, Sony VX-2100 has).
How could I simulate this look?
HOW DO I DO THIS???

Realsmart motion blur(99 bones). Crank it up. then posterize time to 15 or 25ish
You can play around with time-echo, but... meh.

you might want to try echo. the time offset numbers must be very small.

Does anyone have the shutter tools plug-in from de-interlaced.net?
OR any other plugs that might help?
Time echo does help, but no the exact way I would like it to
