How good is the performance of i7 2600 in after effects? I am going to use it as a starter. Will upgrade within a year or 6 months... Just wanted to know will it fair for a beginner?

Motherboard supports 16 gb Max. Will upgrade the graphics cards to GTX 1070 /1060.

It will be okay. It can get you by as long as you don't expect miracles.
You won't get much help from any graphics card -- AE doesn't utilize them well. You select a card mainly for video editing applications.

How are you set for storage?

Just ONE SSD? Get the biggest you can. Put the cache on it. Put ALL user files on the HD.

Ideally, three -- a hard drive for OS & applications, a big SSD for AE caches, and a big honkin' hard drive for user files.

If you have to go to an external drive (on a fast connection, of course) for user files, so be it.
That's what I say, at least. Others may disagree.
