Luminance Levels Failed Harding Test

Hi

I have a graphics based piece created in after effects that has failed a harding test due to luminance levels on one section.
I have added the Broadcast Colors filter to this problem section and set to the following:

Broadcast Locale: PAL
How To Make Color Safe: Reduce Luminance
Maximum Signal Amplitude (IRE): 100

Is this a suitable fix? I cannot see any visible changes from this filter and am concerned to resend to the client and have it fail again.
I was also wondering whether I should be extra cautious and pull down the whites a bit using either levels or curves?Or if there is anything else I can use?

The Harding Test is for flashing (i.e. abrupt, rapid, significant luminance changes) not for peak luminance.

You need to look at your graphics and reduce the amount of flashing in order to pass the test. Usually you will be given a log of precisely where the issues occur.
