I am trying to recreate the colour effect from this image but on a video file.

Would i have to shoot against a green screen, or just a white background?

There is going to have to be some rotoscoping on the face i am guessing. How can i rotoscope of fine hairs?

Skin tone falls within a fairly narrow range so you should be able to get a isolate the face using a chroma key.

If you shoot on on a white or greenscreen background you can get a cutout for your character to fill with your colour.

You can almost certainly do the hair using a luma key off the highlights - make sure the hair is shiny enough to give you highlights. Look at using a suitable hair product to maximise the effect. You could even perhaps add coloured streaks to your model's hair which you could chroma key, as well or instead.

Put all that together and you should be able to get a similar result - but it's always much easier to control a still image than a moving one so don't expect the same level of finish.
