Motion Blur - After Effects - Newbie

Hi - I've searched the forums and I can't seem to get this right and I feel like it's really simple. I'm trying to recreate a basic, nice looking, motion blur like in this video when the frame goes from the tight shot to the multiples:
A regular pull back is very sharp. I've tried almost every effect in "Time", but I'm not getting it right. Any suggestions would be greatly appreciated!

The shutter angle for AE's built-in Motion Blur defaults to 180-degrees. You can change it to a different angle like 360-degrees or even something physically impossible like 720. Check it out an see if it works for you.
