is there any specific effect for that? or do people really copy all the layers and position them correctly?

What layers? I see a matte of a person wearing cat ears and a background of crosses emulating a photographic effect... the term escapes me at the moment.

I think those effects were created in camera with snap zooms and whip plans along with careful shot planning to create some graphical/color matches. You can recreate snap zooms in AE by just keyframing scale very quickly over 6 to 8 frames and turn on motion blur.

Whip pans are a little more difficult, but here's a tutorial that covers it.
