Subtitle Workflow Query (SRT Import, Export or any other method!)

Hello,

I am trying to find the best workflow for subtitles in After effects and have come across a few issues. Would love peoples opinions/thoughts.

Here is my current workflow:

STEP 1 - Receive a SRT file from transcriber. This is essentially just a text file with the timecode in milliseconds followed by the text (https://en.wikipedia.org/wiki/SubRip). Use the following script to bring this into AE:
https://github.com/908video/DCSubToAE
This creates a composition with 1 text layer, with the different captions set as markers along it.

STEP 2 (optional but makes sense with my latter steps)
Use the following script to split the layer (using the markers) into separate text layers.
http://aescripts.com/pt_layermarkers/

STEP 3
Make any modifications needed (changing in and out points etc), get master eng subs signed off by all involved parties.
Ideally would like to be able to export the new master set as a SRT file again for this to be sent off for versioning into different languages etc. Tried to use the following script:
http://aenhancers.com/viewtopic.php?f=3&t=2116
However as the text is based on the markers and not live, it comes up blank under the time code...

So that's the basic outline. Here are my more specific issues:
ISSUE 1
Control over look of text. Ultimately I'm doing this in AE rather then Premiere as I found Premiere very limited and I have a very specific look to this captions that I need to achieve. However when the text is based on a marker I can't highlight certain words etc (my current work around is to use the "fill" on a range). Is it possible to make the text "live" again once its got the information from the marker? Or would I have to try a different way of importing it?

ISSUE 2
The SRT format is based on milliseconds which can be a bit of a pain when the transcriber is scrolling through - not many players show milliseconds. Ultimately I would love to have an excel spreadsheet where 1 column is the timecode, then 1 column is eng and the next is another language etc. I've seen a few plugins that can import AND export an excel spreadsheet which is great but I can't quite make them import against a timecode.

What I would like to know is if what I'm asking for possible at all? I'm new to the coding/scripting side and before I try and spend a few hours scripting this I just wanted to get an idea if it was even possible!

Any help would be much appreciated!

Many thanks,
Mel
