I'd say you could make an animated mask on a solid following one of the waves to use as a track matte, then sandwich a nested fluke comp between the track matte and the background, make it 3D. play with the anchor point, then rotate it up. For a nice touch, animate the Mesh Warp effect in the nested comp to make the tips of the flukes curl slightly.

you might look at good ole cc page turn. if you set the controls to classic and then the fold direction to 180 and start dragging the fold position point you'll see if it might create the curl your looking of.

I ended up doing a cc page turn and by using some alpha layers I figured it out.
