Hi, I'm new to this stuff and would love to know how to make this effects.

I've been trying to make that for some times now but it looks hard, what I mean is that the background move synchronously with the front image (the background move to the right while front image to the left) and makes something like live2d (or is it live2d?).
Anyone could help? No, I'm not trying to copy that video, no.
I've been trying to make that but never found some good examples and just now I've found a good examples and want to ask people around for it.
Anyway thanks for helping, and tell me if I did it wrong here (I'm new here)

Use 3D layers and animate the camera. You'll get perspective and parallax for free.

But, since you're new to Ae, If you're new to After Effects, I'd recommend the following link, in which former After Effects product manager Todd Kopriva pulled together some important introductory materials:

I think the Andrew Devis After Effects Basics series and the Video Copilot Basic Training and are particularly good starts.
