Give the dumb shooter a good Dope Slap and re-shoot. There isn't any good way to fix vertical video. It will always look crummy.

Vertical video? REALLY? Who is this genius?

Okay, if ths was intentional -- not sure why -- you caan use AE's Mirror effect. You may have to put one instance in a precomp and another in the main comp.
Intentional vertical video.... not a good idea.

Here's why I'm not in favor of vertical video: you lose flexibility in composing the ultimate shot. You have no horizontal video on shich to rely. It's easy enough to make a horizontal shot to LOOK vertical in AE with a mask and a blurred layer beneath it... and you still retain the option to make it horizontal.

I've used vertical video before, but it's been for full-figure chroma key shots of a subject. I could play with position AND scale and not lose resolution on the subject. That's handy... it's not constricting. Your plan isn't handy and it certainly is constricting.

[Dave LaRonde] "Intentional vertical video.... not a good idea."

Your rationale makes sense, but expect portrait mode to become more prevalent in the future. I recently saw stats stating that over 60% of internet use is via smartphone or tablet, and 20-25% of Americans use a mobile device as their only computer. In addition, many retailers are mounting digital displays in portrait mode for content delivery. So, sure, landscape makes sense for cinema and television, but there are other forms of media where portrait might be preferred. I think we should be flexible and open to the possibilities.

Make two layers of your video, scale up the bottom one to fill your screen and add a blur to it. Done.

[Daniel Waldron] "Make two layers of your video, scale up the bottom one to fill your screen and add a blur to it."

Agreed. Also consider adjusting the levels to desaturate and/or dim the background video.
