Hi guys (first time here so hopefully doing it right :p),

I'm creating a short film for a school project and I am having sounds of a police cars/emergency sounds etc. playing over some flashing/rotating police lights as an intro, do you have any idea how I can create this?

To get a straighter answer about technique, you should define more closely what you want the viewer to see:

Cop cars about 20 feet away with lights flashing?
Lights running across a brick wall?
Closeup of a cop light?

Those are just three off the top of my head, and they all use different methods to achive the look.

I would also like to know more about this, I may be able to use this in my kinetic typhography.
