Kuban Podhorskymotion vectors for still image movement

Hi, firt I need to say, I am not expert in AE, but I would like to find this technique if is it possible. Because I was searching it quite long without convincing results, so maybe is not possible, please give me an advise.

I need to create compression artefact like effect in AE and control it.

The effect is called datamoshing on the web and in several threads I've read about it, but without any advise how to do it in AE. I know all tutorials with Avidemux and mpeg I-frames and so on, but I need to find efficient method.

I've discovered the artefat is an optical flow of video appliend on still image (in datamoshing is the frame of video before). And optical flow should be motion vectors. I can get some motion vectors from video by Twixtor plugin for example. But how should I use this to create a movement on the still image?

Basically I need to apply movement from random video to a random still image. If I understand little bit how the comppresion works, it using motion vectors to move pixels (macro blocks) around. How can I do that i AE and is it possible?
