Recreate an analogue effect from 1985.

I don't really need this for anything. Just saw it, and realized I have no idea how I would go about to recreate this in a simple way.
Here's the effect:

So, what's happening seems to be that the frame freezes with a wipe from left to right, and every row of pixel freezes at the specific time the wipe goes by.
I guess you could do this by splitting the image in one layer for every horizontal pixel, i.e. 1920 layers for a 1080p comp, and then freezing them one by one.
But that would of course take 1920 layers, and take quite some time.

Can anyone figure out an easier way to do this?
