Recreating Thomas Wilfred's "Lumia"?

I'm pretty new to the After Effects world so I apologize if this seems like a silly question but I was curious if anyone knew of any techniques that could replicate a look similar to Thomas Wilfred's Lumia art.

An example can be found here:

I remember making stuff like this in Photoshop WAY back in the day with some plugins, but obviously that was static. The key here would be movement and this sort of evolving look.

Any thoughts?

I don't think AE is the proper application to use.

A few years ago, I saw much the same kind of evolutionary images, and the person used proprietary software that had abosolutely nothing to do with AE.

Thanks Dave.

I think what I might try is combining some smoke footage and using it as a track matte over some light leak footage, and see if I can create something similar.
