Effect bleeds through on my mask

I have applied the the CC Light Rays effect on a layer that has a mask with a feather. Oddly enough the effect bleeds through to the masked out sections of my canvas while the subject does not.

Any idea as why this might be happening? Using AE CS5

Thank you in advance if are able to shed any rays on this!

Instead of putting the mask on the layer itself, Precompose the layer and mask the precomp.

Precomposing settles a lot of render order confusion.
