Theres a app promo on youtube:

I'm trying to figure out how it was done. The Device and the hand holding it seem to be static. The moving finger and the running app seem to be layered. Any suggestions for the workflow?

Yeah looks like the hand and device are still images that have been keyed/masked out, the finger is the same i think, just animated.

If you want to get a more fluid look to it, try shooting video footage of the finger moving and the gestures you need against a green screen and layering over the top of the still images.

I think its the same way apple do their adverts for ipad/phone with swipe gestures etc.

So layers...

Top - Animation/Video of (just) finger swiping (e.g. no BG, just green screen)
Next - footage to go on the screen of the device
Next - Hand & Device
Bottom Layer - Backplate/Colour

There are a few other ways of doing it (e.g. sticking green square on device screen) but i think the above method will work best.
