So I am trying to create a looped texture that gives the impression of painted cell animation, similar to the one employed on the characters in animations at http://the-giants.com/index.php?/epsiodes/episode1/ . Is this likely a looped painted photoshop texture with a mask on it to create a shape out of? The texture loops too consistently to simply be some kind of noise effect and if it is a mask, the texture seems to move with the mask points. Or is there a specific plugin that creates this kind of effect? I am a little stumped and trying to figure out the easiest way.
Thanks,

[Brett Underhill] "Is this likely a looped painted photoshop texture with a mask on it to create a shape out of?"

That's what it looks like to me.

I'm not sure what tool you're using, but I'd start with the Puppet tool [link] in After Effects.
