You can't use plugins in After Effects to just drag and drop and make your video better. You need to understand the basics of After Effects and then have a goal of what you want to create. If you need a plugin to achieve that, then purchase it and learn how to utilize it. Often times though, you can achieve what you need with the native tools inside of After Effects.

I mostly use the built-in tools for this type of thing. Temporal noise reduction, stabilization, color correction, etc. All of them require manually adjusting the settings for best results.

$1500 is a good start but what exactly do you need? Purely desktop? Or also monitor, mouse, keyboard, etc? And exact uses also matter. Mostly for AE and rendering? You can use for a general overview of how you should spend it.
