What does the AI Roughen effect do exactly? The Roughen Edges effect in After Effects may be what you are looking for.

you can use it to make a circle like... not a perfect circle with some organic quality to the path.

I'll vote for the Roughen Edges effect, too.

You won't see the effect work unless you your graphic, still, text or whatever has an edge bordered by transparency. In the case of text, it's the edge of the text.

If you are working on a shape layer, you can add a "wiggle paths" to the circle. That will let you "roughen" up the circle and also let you animate it.

I found Roughen Edges under Effects > Stylize.... but where can I find Wiggle Paths?

Wiggle Paths is not under Effects. It can only be used with shape layers. If you have a shape layer, twirl it open in your layer panel and you'll see an "Add" button above the blend mode. Select that and a whole list of attributes including Wiggle Paths will appear.

If you want to apply it to text, you can convert your text to a shape layer by going to Layer -> Create Shapes from Text.

Wiggle paths is an animator (one of many) that is found on the shape layer in the timeline. (See image.) How they work may not make sense immediately. You might want to google up a tutorial.
