After Effects - Effects>render

I have started to learn After Effects. I am using "Creating Motion Graphics" by Trish and Chris Meyer. Very early on they add an effect 'effect>render>fill' on page 15. It is not listed in my list of effects. I have searched google and a dozen or more sights but the results usually have to do with rendering. I notice that in a couple of creative cow tutorials the same effect is applied but no information is given. I assume it is a given in the AE installation or is it a third-party plugin? Is there anybody who can point me in the right direction. I have installed AE5.5 the same version covered in the book. I am on windows 7 - 64bit.

You need to use a more recent copy of that book.
