Is there a way to TEMPORARILY ignore the scaling of a parent item while fine tuning an animation? I still want the children items to react to the animation of the parent, but for tweeking purposes I want to adjust the size of the parent without having the children also scaled.

Basically, this would be a IGNORE WHILE ADJUST mode.

Not really. The closest you could come would be to un-parent the layers in question. To do this, pick a point on the timeline where you know you can re-parent later without harm. Creating a layer marker at that point will help you later.
