When using the Brush Tool is it possible to see what you have drawn on the previous frame like at a lower opacity? Its annoying having to 1 frame backwards when making frame by frame animations.

What you're referring to is often called "onion skinning" and, no, there is no feature for doing this in After Effects. If you think that there should be, let us know here:

I too had encountered this problem - i was trying to make a brush animation over live action footage. My solution was to import the video into Flash CS6, use the onion skin tool there, then export the brush animation back into after effects and place it over the footage. I takes a bit longer but the overall animation is better i think.
