I used to know how to do this but have forgotten. I want to orbit objects in 2D space (imagine them glued to the hands of a clock) at the center is some stationary object. Like the cars on a frees wheel I want them to maintain their vertical (north-south) orientation as they go round,.How do I do this?

I remember this from animating text around a vector circle, but can't remember what I'd do with layers. Thanks in advance.

You would parent them to a null at the center of your comp and rotate the null. Then on the objects you would alt-click on rotation, pick whip to the null and add minus sign to counter the nulls rotation.
