It's a simple animation done by using Scale and Position Parameters of 3D layers in after effects. No Effect is used.

If you will learn the basics of AE, you will be able to create this within a week.

I concur that is accomplished without the use of any effects. A great link for when you are getting started is: Getting started with After Effects (CS4, CS5, CS5.5, & CS6)

Todd Kopriva(from Adobe) collected and organized a lot of tutorials and information to help people advance through AE.
