Line animation within filmed footage

Hello Creative cow community

I would like to incorporate some drawing elements within some filmed footage. For example: Create a trail from a particular element within a Tracking shot.

Let's say there would be a string coming from the back of Ray Liotta's head.

How could I animate such a thing so as it appears to be continuously flowing from his head as he moves through the screen?

That is a strange example but highlights what I want to do.

In the best case I would like to do this with AE. Maybe with some Illustrator elements??

ANY suggestions would be very much appreciated!!!
