I'd like to add a CC vector blur to the middle of the screen for a few seconds through a video. How can I do this? Thanks in advance.

Many ways to do stuff like this. One way is to put a mask on an adjustment layer with the effect applied to it.

If the effect is applied to an adjustment layer above you can make a mask above your footage using the mask tool to section off an area. Then you could add some feather to it so it has a smooth drop off unless you want sharp edge on the edge of the mask.

Hope this helps,

Greg
