Liquify Tool in 3d space

Currently I am trying to to create a frozen effect with some 2d elements all is going well so far until I wanted to add to distortion around a muzzle flash to signify the heat coming off it. I need to use the liquify tool on an adjustment layer in 3d space. The adjustment layer will follow to 3d space but once I apply the liquify tool it stays in 2d space and the adjustment layer is in 3d. Does anyone have any ideas. Here is a link of an example Pay attention to the muzzle flares and the distortion in general.

That the incorrect choice. You should be looking at the Displacement Map effect, which has been able to simulate heat distortion since Days Of Yore:
