I find it cumbersome to drad the cti, and know that there has to be a better way, with all the people that use ae, there has to be a script or something.

[Keith Henderson] "...there has to be a script or something."

Why does everybody think scripts are the answer to their AE problems? I don't get it.
I'm mildly surprised the term "plugin" didn't make its way into this post, too.

Adobe doped out how to move the cti around a long, Long, LONG time ago. You can start by looking here, where you'll find a few methods, including keyboard shortcuts:

You can move the cti to specific keyframes with no problems as well, including keyboard shortcuts:
http://help.adobe.com/en_US/aftereffects/cs/using/WS3878526689cb91655866c11...

You can even set markers in comps, and move the CTI instantly to the marker with a simple keystroke:

And there's always the simple method of clicking in the time ruler to get you roughly where you want to go.
