Hello
What is the effect called, that you can put on a AE projekt, so that all the lines, start to flicker or jumping, so it get an old cartoon-ish feel over it?

Hope it makes sense, and someone can help me!

If I understand you correctly, you won't be able to do this easily with an effect. I would try Mesh Warp to distort the image, and keyframe it using Hold keyframes. Once you have 6-8 different frames, you can use a Loop Out expression to continue the animation.
