Is it done in AE?

There's nothing hard there. It looks like a well-executed animation with 3D layers, with many of those layers being vector-graphics shape layers and text layers. A lot of tedious detail work goes into something like this, to keep the layers organized and get the timing of the animation right.

I strongly advise against trying to do something this complex as your first project. Start simple and work your way up as you get the hang of the basics. I recommend starting here and working your way through the getting-started materials:
