Freeze Frame

hi there, i am new to After effects and have been trying to a particular effect for some time now..

this is for an intro of a music video showing the freeze frames of people starring in it...

the exact effects that i am looking for is i believe called a parallax effect..i can do the zooming and the rotation but i cannot manage to freeze the frame at a particular frame and then resume..

the exact effect can be seen in this video here

it starts at 1:05 - 1:07....
though it can be seen through out the video it is most prominent here, please any help would be appreciated

There's information here about freezing a frame in the middle of a layer:
"Freeze a frame in the middle of the duration of a layer"

Regarding the appearance of some parts of the layer moving independently from others:
You'll need to cut the layer up into pieces, isolating the subjects with masks. Depending on how many elements you want to have moving separately, you may need to duplicate the layer a few times and mask out each subject separately.
