Sequencing Still Frames to Play Quickly.

I'm trying to create a sequence of still frames which can play at varying speed (very slow, very fast, a sudden drag, then very fast again). How do I figure out how to set up the time values for the layers and the transition?
I already read the Adobe Help Files for sequencing layers, as well as a few tutorials about creating slideshows in AE, but it's still not working for me. Any help is well appreciated.

Learn the ins and outs of Time Remapping. It's a good tool for the job. Then import your image sequence, assign a frame rate in the Interpret Footage settings, drop it into your comp, and have at it. To do the speed up & slow down stuff, play with time remapping.
If the frame rate you choose is not the same as the frame rate you need to deliver, there could be problems with smoothness. But for the lion's share of stop-motion, it's okay to simply assign a frame rate.
