I am using AE CS4 on my Mac OSX
I tried applying the Vegas effect to a solid, object, clip, and I don't see the effect. Is there something I am suppose to apply the effect too, or a specific setting in order to see it?

This page (and the resources linked from it) should help.

Thank you Michael, but Adobe Help was the first place I went. From what I got out of it, you can apply it to any layer. but why can't I see the effect? I have to be missing something.

Put it on a video layer, and start playing around with the effect controls.

And if you have AE 9 or earlier, don't use HDV video: not good to use. Convert it to some other type of video. I'm a Mac guy, so I like to convert to Quicktime movies in the Animation or PNG codecs; both are lossless. I'll use Apple's Compressor, Adobe Media Encoder or Quicktime Pro to do it.

If you're trying to use Open GL to make AE faster, just turn it off. And make sure you're looking at the COMP window and not the LAYER window or a movie viewer.
