I have a composition with shapes/text that I want to SAVE or USE in another project. What is the best way to be able to use this composition for another project?

Simply save the project. You can then import the project file into new project. Darned easy.

I try, but it doesn't import motion tracking with that project file.

Motion Tracking is a tool in AE. When you use it in a project, you have to APPLY the motion track to a layer, which then creates keyframes. If you're not doing that, the motion track won't come with the project when imported into a second project.
