I have layers that grow in size and would like to strobe this growth. (for several dozen layers) So if one goes from a small scale keyframe to one with a larger value, is there a way (akin to the wiggler) I can quickly add hold keyframes in between in an automated way?

The alternative is to pre-comp and apply Posterize Time but this seems less than elegant.

No, but it's EXTREMELY easy to create keyframes at regular intervals, highlight them, and use the Toggle Hold Keyframe command. Takes a few seconds to do. No big deal.
