particle effects in Cisco commercial?

Has any of you watched this Cisco ad? I've tried to figure out, for a few hours, how the particles at the end of it are created and animated. They kind of float left to right with the copy appearing and then form into a braille-like pattern. How do you think it is done? Is there an easy way to do it?

As I look at it, a thought comes to mind: particle systems are most often valued for their RANDOM behavior. The tag on that spot is anything BUT random.

So I think they animated a bunch of little circles to pull it off. How? Good question -- it goes by rather quickly.
