Use the paint layer as a track matte.

Thanks! So do I make a new solid or a null object?, cover what i want to mask with paint, and then make it a track mat?

You do that to a solid over the layer you want to reveal and apply it as a track matte. A null isn't anything but a controller, can't apply effects to it.

Does anyone know of an online tutorial that demonstrates the workflow to achieve this animated mask with paint? Thanks
