Popping up many dots

Hello, first of all thank you for this forum. It helped me a lot since I'm learning in After Effects.

Now I've got into a trouble because I can't find a solution on the internet and I can't think of something... normal.

Let's say I have this background. It was made with halftone function in Photoshop.

I'd like to make an intro with identical background and those circles to be animated. Like popping up from 0% scale.
Is there an easier way how to do it in After Effects? I started with AE a few days ago so I came up only with making every single circle and change sizes manually.

Thank you for responses, I really appreciate it.

You can animate it with shape layers and a repeater. If you have you used expressions before, modifying a "drag me" expression on the radius or scale parameter will get you there too:

//applied to a blur effect, for example, causes the blur intensity to increase as the to points get closer;

point1=transform.position;
point2=thisComp.layer("dragme").transform.position;
delta=sub(point1,point2);
distance=length(delta);
linear(distance, 0, 80, 40, 0);

I can't remember where I got the dragme expression, but I didn't write it.
