S_WarpRepeat plug in- where does it come from? Origin?

So I saw this project which uses "S_WarpRepeat". Where does it come from? I've googled it and I couldn't find any result. So is it a Trapcode thing or where does this plug in come from? Also is there a free alternative (I am expecting it to cost money but like I've said I don't know it at all)?

S_WarpRepeat is a GenArts Sapphire plugin as Graham suggested. The Sapphire effects are really excellent, but pricey.

You can rebuild the effect by hand by taking several copies of the layer, warping/transforming them progressively with built-in tools, and blending them together with simple opacity and blend modes.
