I have a solid layer. On top of that I added a background animation from the animation preset's menu, but the animation only lasts the first 5 seconds of my comp, then it stops and just stays frozen. How do I make the animation run throughout my entire comp, which is 40 sec in this case?

Select the layer and press U to reveal properties with keyframes. You'll notice that the last keyframes are all at about five seconds. You could move them to the end of your comp, but then the animation will likely be too slow. You'll need to change the value of the keyframes to maintain the speed.

Alternatively, use an expression to make the values keep changing
loopOut(type="continue")
