AE audio effects: Amplitude pass filter?

Is there an AE audio effect that will allow me to filter/control my audio based on amplitude?

For example, I want to silence the ambience between words of my VO. I'm looking for something that will work like a band pass or parametric EQ but based on amplitude, not frequency.

This is why God made Adobe Audition. You'll have far more control.

Just use the audio as-is, render a silent file from AE, and match up the corrected audio in your video editing application. Really easy!
