Copy & paste the rotation property.

Another option: use property links. Instead of copying and pasting the rotation property itself, select the Rotation property, then use Edit > Copy with Property Links.

Now, when you paste, Ae will paste an expression onto the second layer(s) that links back to the values of the first one. That means that if you want to change the animation, you only have to change it once, on the first layer, and the second layer(s) will automatically update.
