AE time distortion effect - any tutorial?

I'm new to the forum and I'm glad being here.
What i wanted to ask is if anybody has already seen this effect (you can see it in the link below around minute 3:00) it's a kind of juxtaposed time distorted layers. https://vimeo.com/131093939
I dont know the name and I cant find any tutorial about that.
Please can you give any help?

A lot of that looks like AE's Time Displacement effect. You build a grayscale displacement map, and AE either moves that part of the image ahead or behind in time. This effect has been around for a long time.
Trying to previsualize what the completed shot would look like may be tough. I'd run some tests before you do it for real.
Just don't expect to use highly-compressed video footage with it. It could take all day to render or it may not work at all. Transcode your footage to a good codec. I like Quicktimes in ProRes 422, Animation, Photo JPEG or PNG codecs.
