Great wise men of after effects, can u have a glance to this project. My being a beginner makes I not understand why motion blur does not work.

In this project I have two composition. The first one is the original (I have downloaded it from the internet), I have add, at later time, my objects and motion blur works, but in the second composition it not work.
Can you be kind enough to explain to me why?

Sorry, I can't download them. The firewall won't let me. But the most common reasons for no motion blur are the following:

The layer doesn't move -- the position or anchor point properties aren't animated.

Motion blur is not enabled for the layer and/or motion blur is not enabled for the comp.

Hi Dave...

it's a pity that u can't view the project. The layers have position and anchor point animated! Bah :(

(mr Dave, thanks for your time, you're always ready to help me/us).

Cassius is correct. See photo for how to turn on motion blur in your comp.
