My barrel tracking is too slow. I'm done with the project. How can I speed up the frame rate please and thank you.

all I know is when I get near the end the frame rate drops

What do you mean when you say the frame rate drops? You can't have variable frame rates in a video file.

What sort of output settings did you use? It's likely that you rendered at a high data rate and playback suffers towards the end as a result. If you made an AVI or a MOV, drop that into the Adobe Media Encoder and use one of the YouTube presets to encode a deliverable/playback-ready file.

I have not saved the file as I am still working on it in AE. as the gunbarrel sweeps to the left the frame rate slows down and stays slow.

The beginning of the project is fine.

As you can tell this is my first attempt at doing this

How are you previewing this motion? Are you pressing spacebar?
That's not how the current versions of AE do previews. You need to initiate a RAM preview. (Pressing 0 on the number pad or pressing the RAM preview button in the preview panel is the right way.)

Proper previews and many other things that will frustrate the heck out of you are explained here [link]. I cannot stress enough how IMPORTANT it is for someone new to AE to go through a course such as this one before attempting anything in AE. Skip the foundation and your whole house will collapse.
