Rotating circle perfectly

I am trying to create a circle rotating around a center point (think a tire), but I can't seem to get the point in quite the right place. When I go to rotate it always has a little wobble in it because the pivot is not exactly at the intersection of the X and Y axis. I imagine there is an easy way to do this but I'm scratching my head.

In Photoshop. Shift+elliptical marquee for symmetry.

Use the Center Anchor Point In Layer Content command:
